Submission form - what does "Alexa Package" mean?

During the hackathon submission process, "Alexa Package" is one of the options in this question: "Which of the below components and resources does your skill include?"
Does "Alexa Package" here just mean the Alexa Skills Kit CLI, or is it something different?
